
Cathay Subsidiary Services consists of several independent departments that provides professional services to Cathay Pacific Airways Limited and its subsidiaries (the ‘Company’), including but not limited to Cathay Cargo Terminal, Cathay Dining, HAS by Cathay and Vogue Laundry.
The Strategy and Planning Manager is a centralised strategic role reporting to the General Manager, Engineering Subsidiaries, and has the remit to provide engineering services for subsidiaries, including Cathay Cargo Terminal, Cathay Dining, HAS by Cathay, and Vogue Laundry. The primary purpose of this role is to drive a cohesive, forward-looking engineering strategy across all subsidiaries, ensuring alignment with business objectives while optimising asset performance, cost efficiency, and operational reliability.
The Strategy and Planning Manager is responsible for developing and owning standardised processes and approaches for engineering to support the delivery of subsidiary business needs, based on best practices. This includes the assessment of risk/criticality, the development of asset care plans and strategies, and the planning and execution of work. In addition, the role is accountable for defining long-term engineering strategies, enhancing asset lifecycle management, and embedding data-driven decision-making to maximise value across the subsidiaries. The role also drives the identification and development of strategic initiatives and new ways of working to deliver business benefits.
The incumbent will work closely with the Facilities, Vehicles, and Material Handling Systems (MHS) Engineering Managers to ensure a unified and coordinated approach to vehicle, facility, and MHS asset management and maintenance across all subsidiaries. He/She is also responsible for identifying potential synergies across subsidiaries in all engineering disciplines, including exploring opportunities to leverage advanced automation systems and enhance the achievement of defined engineering KPIs. The role further acts as a key driver in promoting cross-subsidiary standardisation, continuous improvement, and innovation in engineering practices.
The incumbent also works closely with the Engineering Projects Team to prioritise, and where necessary, lead and take ownership of key engineering projects and strategic initiatives from planning through execution and benefit realisation, including supporting the development and prioritisation of engineering investments to ensure alignment with overall business priorities and long-term sustainability.
The Strategy and Planning Manager also maintains functional oversight of subsidiary-embedded engineering teams, providing guidance and technical input on criticality assessments, asset maintenance planning, and the execution of planned maintenance, ensuring consistency and alignment across all subsidiaries. S/he reports directly to the General Manager, Engineering Subsidiaries.
Responsibilities:
- Assist General Manager of Engineering Subsidiaries in achieving departmental KPIs, quality programs and other analytical work/assignment.
- Act as SPOC responsible for overall co-ordination of engineering strategy and planning across all four subsidiaries.
- Define and deploy best practice planning processes for ensuring asset availability, based on business needs, and at acceptable cost within all subsidiaries.
- Define a standardised engineering approach, ensuring subsidiaries have a common way to go about the management of assets across the lifecycle, based on criticality and risk of equipment in service, and an adequate level of rigour which is data driven.
- Ensure the deployment of this common approach for engineering planning across all subsidiaries and develop the necessary templates including risk/criticality assessments, equipment monitoring and data capture, maintenance strategy options and asset care plans, etc.
- Ensure planning process is consistently applied across all four subsidiaries, who are themselves responsible for conducting risk and criticality assessments, developing asset care plans and maintenance strategies, as well as capturing all data required to support these activities.
- Ensure asset criticality assessments and maintenance plans are developed, implemented consistently, and reviewed / reassessed in a timely fashion across all subsidiaries.
- Ensure necessary inputs and data for asset plan development are obtained/provided by subsidiary-embedded engineering teams.
- Provide subject matter and technical guidance as needed for criticality and risk assessments, and the development of asset maintenance plans.
- Work with Facilities, Vehicles, and Material Handling Systems Engineering Managers to develop a unified and coordinated approach re asset lifecycle planning towards vehicles, facilities and MHS maintenance across all subsidiaries.
- Work with aforementioned managers as well as Engineering Project Manager on key strategic initiatives/projects (e.g. review of vehicle service provision and suppliers); own, contribute to, or hand off initiatives as appropriate.
- Work with Engineering projects manager to develop cross-subsidiary project prioritisation approach, based on an appropriate definition of project types, and business case criteria. Lead, own or contribute to initiatives as appropriate, including end-to-end delivery and tracking of benefits realisation.
- Liaise with government regulators on matters related to engineering strategy and planning as needed
Requirements:
- Degree in Engineering and/or qualified member of a professional institution e.g. HKIE or CEng in related disciplines.
- A minimum of 10 years post qualification experience with not less than 3 years at managerial level.
- 8 years in engineering strategy development and maintenance planning.
- Proven experience in leading cross-functional or multi-site engineering initiatives, preferably across diverse business environments
- Demonstrated capability to develop high-quality documentation and presentation materials with clear, structured, and professional outputs
- Strong interpersonal skills and good written and communication skills in both Chinese and English.
- Good computer knowledge in MS Office, Good knowledge and skills on computer aid system for inventory, PR & PO. Good management skills.
